Getting Started: The Path to Services in Oklahoma

Step 1 • Diagnostic & Documentation

Your Friend will need a formal diagnosis from a  licensed psychologist .

Most services require an IQ of 70 or below or a related condition.

Step 2 • Apply for Services

  • Medicaid (SoonerCare)
  • Developmental Disabilities Services (DDS)
  • Department of Rehabilitation Services (DRS)
  • Social Security Benefits (SSI or SSDI)

Step 3 • Build a Support Plan

Once approved, you’ll work with case managers and providers to create a plan tailored to your needs, goals, and resources.

Understanding the Agencies

Developmental Disabilities Services (DDS)

Helps individuals access housing, daily-living support, and employment services— often through a Medicaid waiver. Administered by the Oklahoma Department of Human Services.

Department of Rehabilitation Services (DRS)

Supports employment, job training, and vocational rehabilitation for people with disabilities—a critical resource for job seekers.

Apply for Employment Supports

SoonerCare (Oklahoma Medicaid)

Provides medical coverage and funding for long-term supports such as in-home care and residential housing.

Apply for Medicaid (SoonerCare)

Social Security Administration (SSA)

Provides benefits like Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI), helping cover living costs and qualify individuals for other services.

Glossary: Common Terms & Acronyms

Understanding the language of I/DD services is half the battle. Click any acronym to learn more.
ICF – Intermediate Care Facility
A residential option offering 24/7 care, structure, and medical oversight for individuals who need intensive support.
ADLs – Activities of Daily Living
Basic self-care tasks such as eating, dressing, bathing, and personal hygiene.
ISP – Individualized Service Plan
A customized care and support plan developed for each individual receiving services.
Waiver
A Medicaid program that waives institutional placement so individuals can receive supports at home or in the community instead of in a facility.
Natural Supports
Unpaid caregivers—typically family or friends—who help with daily-living needs.
